You don't need to open the local Building Code when you first start thinking about a project. Building Codes do not provide a guideline to follow. These are standards that you must follow while you build the most beautiful structure with all your resources and talent. OHS regulations should be viewed in this way. These documents are not intended as a guideline to follow in order to accomplish work. I'm quite surprised that anyone has tried to use the Building Code as a guideline for building a building.
